Winchester Board of Ethics
The Winchester Board of Ethics provides assurances that standards of ethical conduct and financial disclosure requirements for officer, candidates for public city office, and employees of the city shall be clearly established. This meets the requirements of KRS Chapter 65 as enacted by the 1994 Kentucky General Assembly and enacted under the power of the city by KRS 82.082. This Board meets one time per year to review financial disclosure statements of elected officials and department heads. At certain times during the three-year appointment, an ethics violation may be received that the Ethics Board will have to investigate. The Ethics Board is staffed by the City Clerk and at times the City Attorney.


Housing Authority of Winchester
The Housing Authority of Winchester is a four-year term. The Board meets once a month (unless a special-called meeting is needed) providing guidance for staff of the Housing Authority. The Housing Authority has jurisdiction over Sequoia Village, Memorial Park, Smith Manor, Stephenson Heights, and Tyler Banks.


Winchester Tree Board
The Winchester Tree Board is a five-member board that serves for four-year terms. The Winchester Tree Board is responsible for developing and administering written work plans for the care, preservation, pruning, planting, replanting, removal, or disposition of street trees and park trees. The Winchester Tree Board meets on an as-needed basis.


Urban Renewal and Community Development Agency Board 
The Urban Renewal and Community Development Agency Board (URCDA) serves four-year terms and is dedicated to reducing the blighted neighborhoods in the City. This Board meets on an as-needed basis.


Winchester Municipal Utilities Commission
The Winchester Municipal Utilities Commission serves four-year terms. The Commission is tasked with managing, controlling, maintaining, and operating the combined and consolidated garbage disposal, waterworks, and sewer system. This Commission meets twice a month, but also may have special-called meetings. The appointee shall be a citizen, resident, taxpayer, and legal voter of Clark County and at least 25 years of age. Three members must reside inside the city limits. Up to two members may reside outside the city limits but each must be a customer of a service furnished by the utilities commission. The appointee shall be nonpartisan and nonpolitical.  


Board of Adjustments
The Winchester/Clark County Board of Adjustments is a joint city/county board meeting once a month. Conditional use permits and variance requests are among the applications that are reviewed by this Board.  Members of the board serve four-year terms. Staff to the board is the Planning and Community Development Department.


 Generations Center Board
The Generations Center Board is a board that guides the operation of the James B. Allen Generations Center.  This board meets bi-monthly. The board members serve four-year terms.


Clark County/Winchester Heritage Commission
The Clark County/Winchester Heritage Commission is a joint city/county board that meets on a monthly basis.  Board members are appointed to four-year terms. The Heritage Commission’s purpose is to administer and promote preservation and/or public acquisition of historical buildings, sites, and other historical property.


 Winchester/Clark County Industrial Development Authority
The Winchester/Clark County Industrial Development Authority Board members serve four-year terms. This board is a joint city/county board. The board is staffed by the County Judge-Executive and Mayor, each appointing three members to the six-member Board of Directors. The board shall have the power and function provided by KRS 152.810-152.930 and other KRS statutes or amendments enacted by the Kentucky General Assembly.


Winchester/Clark County Administrative Hearing Board
The Winchester/Clark County Administrative Hearing Board is a joint city/county board. The Board serves three-year terms and meets once a month to review code enforcement violations. The board shall have the power to conduct hearings, issue remedial orders and impose fines and file encumbrance liens for property owners not adhering to the stated codes. The Board also has the ability to impose fines on delinquent business licenses. 


Winchester/Clark County Parks and Recreation Board 
The Winchester/Clark County Parks and Recreation Board is a joint city/county board that meets once a month. The board members serve four-year terms and one member has to be a Lykins Foundation Board member. The Parks and Recreation Director is staff to the board. The board is invested in the upkeep and policies of the parks system. 


Winchester/Clark County Planning Commission
The Winchester/Clark County Planning Commission is a joint city/county board meeting once a month. The board members serve four-year terms. The Planning Commission is in charge of the planning and development of subdivisions, business districts, and industrial districts. Applications relating to the amendment/changes made to the zoning ordinance and zoning map are reviewed by the Planning Commission. They are also involved with the development of the city’s 20-year Comprehensive Plan, which is reviewed and adopted every five years. The Commission is staffed by the Planning and Community Development Department.


Winchester/Clark County Recreational, Tourist and Convention Commission
The Winchester/Clark County Recreational, Tourist, and Convention Commission (Tourism Commission) is a joint city/county board. Members serve three-year terms. The Commission is involved with tourism -- county-wide, and regionally. The Commission is staffed by the Tourism Director and they meet on a monthly basis.  


Beer Cheese Festival Committee
A member of the Beer Cheese Festival Committee plays a crucial role in the planning, organizing, and execution of this beloved community event. The festival, which celebrates the rich tradition of beer cheese in the region, brings together locals and visitors for a fun-filled day of tastings, entertainment, and celebration. Overall, a Beer Cheese Festival Committee member is dedicated to ensuring the festival is a fun, safe, and memorable experience for everyone involved, while also highlighting Winchester’s vibrant community spirit and culinary heritage. The Committee is staffed by the Strategic Communications and Downtown Development Director for the City of Winchester. The committee generally meets twice a month starting in November through June. 


Parking Committee 
The Parking Committee is a dedicated group focused on managing and improving the city's parking infrastructure, particularly in Downtown Winchester. This committee is responsible for evaluating and implementing strategies to ensure efficient and accessible parking options for residents, visitors, and businesses in the city. The committee works closely with local government officials and community stakeholders to address parking challenges, maximize available space, and develop solutions to meet the growing needs of the city. The Committee is staffed by the Strategic Communications and Downtown Development Director for the City of Winchester. The committee meets monthly.


Downtown Development Investment Fund Board 
The Downtown Development Investment Fund (DDIF) Board oversees a grant program designed to promote the revitalization of the downtown area. These grants support both renovation and new business efforts within the historic district, helping to enhance the appearance and vibrancy of the area. Committee members review and approve applications, ensuring that the grants help to maintain Winchester's historic charm while supporting its economic growth. The Board is staffed by the Strategic Communications and Downtown Development Director for the City of Winchester. The Board meets monthly, except when there are no applications to review in any given month.
