The Planning and Community Development Department performs a variety of services intended to protect, maintain, and develop an attractive, safe, and healthy environment for the citizens of Winchester and Clark County.
Responsibilities
The Planning and Community Development department oversees and enforces the 2024 WCC Comprehensive Plan, WCC Zoning Ordinance, WCC Subdivision Regulations, and Floodplain Management Ordinance. The department is also responsible for providing direction and leadership in implementing the goals, objectives, and policies of the city as adopted by the City Commission.

The Planning and Community Development Department also provides technical assistance and staff support to the WCC Planning Commission, WCC Board of Zoning Adjustments, Historic Preservation Commission, Administrative Hearing Board, and Winchester Tree Board.
