Downtown Winchester

What is the timeline of the project? The project is scheduled for one full construction season -- from April through November 2025.

What is the estimated cost of the project? From where will the funds come? The estimated project cost is $5.5 million, with the majority funded by a Federal LTAP grant, monies awarded to the City from Gov. Andy Beshear and additional matching funds from City contributions.

What sort of community input was sought for the project? Public hearings were held where multiple design options and features were presented. Attendees were given the opportunity to vote on or comment regarding the proposed elements to ensure community perspectives were included. 

Does the new design meet ADA guidelines? The new design will comply with all current ADA guidelines for accessibility.

Where will handicapped parking spots be located? Handicapped parking spaces will be situated near the ends of the diagonal parking rows, adjacent to crosswalks and ramps to ensure accessibility.

Will the iconic lampposts be preserved? The iconic lampposts will remain. They will generally stay in their same positions.

Will trees be planted after construction is complete? The City is exploring possible tree locations on the low side of South Main Street. There are also funds in the project budget for benches on the High Side.

Why was the decision made to move parking to only one side of Main Street and make it diagonal? The shift to diagonal, one-sided parking allows for the expansion of the High Side of the street, making space for outdoor seating and potential outdoor dining areas.

How will downtown events like parades and festivals be impacted during construction? The Beer Cheese Festival, Daniel Boone Pioneer Festival and Rock the Block will be temporarily relocated for 2025. The City will work with those individual committees to make plans for relocation. Other major events are expected to remain unaffected.

Will there be any assistance for downtown businesses impacted by the construction? The City will monitor the impact on businesses. The City Commission will decide, based on recommendations from City staff, what assistance measures are necessary. A Downtown Development Investment Fund Grant has been approved to provide assistance to businesses showing profit loss related to the construction.
